First of all, there is no such thing as "bullet-proof" Because there is always going to be a bigger round to shoot. There is soft armor and hard armor. Here I'm wearing a Level 3+ body armor inside of a plate carrier. This body armor is hard to the touch, made of ceramic or steel. I only buy and use ceramic as steel plates tend to send "frag" up when the plate is hit with a round. So imagine taking a round to the chest, and the Round breaks up and all the metal fragments hits your throat, chin, and face. No thank you.
